Sarawak Shell E11 Gas Hub Power Management System

Shell is expanding its’ production capacity in E11 hub by adding in a new production module (E11P-B) to further enhance its gas production facility and bridge link to the compressor platform (E11K-A).

In order to provide a more reliable and stable power sources, the newly installed Solar Turbines generators on the new E11P-B (2 sets with total capacity of 3.5MW each and with provision of another 3.5MW in the future) to be linked to the existing E11K-A platform (installed with 3 set of 3.5MW Solar Turbines) via 6.6kV MV cable for the purpose of load sharing between two platforms.

Shell has decided to install a new Power Management System from Brush Electric Machine Ltd (BEM) to handle the following importance tasks:

– load sharing within and between two platform,
– fast acting Load shedding in the event of abnormality or overload condition, &
– Group Synchronizing of all the gas turbines generators.

One PMS panel is installed at each platform with redundant fibre optic communication link. One system will be acting as Master and the other as slave system. In the event of the communication link is broken due to any reason, each of the PMS system would be assuming the role of Master in it own platform.

Swift’s initial involvement includes discussion with the design consultant, Technip Far East and Shell engineer on the interface design requirement of PMS system to the existing MV & LV switchboard and supply of PMS system.

The scope eventually extended beyond the supply of PMS by having Swift providing the offshore cable hook up and modification of the existing MV (Tamco, Siemens, Schneider) and LV switchboard (ABB and Holec) to provide the necessary interface signal require by PMS, design and supply of intra and inter platform networking hardware and OPC interface.

The system has been successfully commission and put in service in Feb 2007.
